Initially confirmed in December 2014 by Tomasz Gop, the executive producer of the 2014 game, the sequel faced several challenges. CI Games announced in 2015 that Deck13 Interactive, the lead developer of the first game, would not be involved in the sequel. The development team and the scope of the game were significantly downsized following the disappointing release of “Sniper: Ghost Warrior 3”. In 2018, CI Games announced that Defiant Studios would lead the game’s development, but this partnership was terminated a year later due to inadequate progress. Eventually, Hexworks was founded in 2020 to take over the game’s development.
The game’s development, marketing, and production of the physical edition cost approximately $66.2 million. The game was initially revealed as “The Lords of the Fallen” during Gamescom 2022 and was rebranded in March 2023. The creative director, Cezar Virtosu, mentioned that the game was once named “Lords of the Fallen: The Dark Crusade”, but this title was dropped as it did not reflect the game’s status as a reboot of the series.
